Targeted Outreach for Pregnant Women (TOPWA)

Targeted Outreach for Pregnant Women Act (TOPWA), was funded by the Florida Legislature in 1998.  It is a unique street outreach program where our specially trained staff go out into the community and engage women who may be pregnant and at risk for HIV and substance abuse. The heart of this program is successful linkage into Healthy Beginnings services.

TOPWA’s vision is to end prenatal transmission of HIV. The goals are to reduce the risk of transmission of HIV/AIDS to newborns, lower the risk of substance exposure to newborn infants and to reduce endangerment to newborns.

Services Include:

  • Providing convenient access through West Palm Beach and Belle Glade service centers
  • Free pregnancy testing
  • Free HIV testing
  • HIV and STD education
  • Referral and resource linkage for early prenatal care
  • Resource linkage to comprehensive community services
